Town Council Action Items: Monday, May 2, 2022

Board

Town of Jackson recently issued the following announcement.

The Jackson Town Council met 2 times on Monday, May 2:

3:00pm - Joint Information Meeting (JIM)

6:00pm - Regular Meeting

Below is an overview of the action items that the Council took at these meetings.

JOINT INFORMATION MEETING

• Council and Commission approved the consent calendar, including the April 11, April 25, and April 26, 2022 Special Joint Information Meeting (JIM) minutes. 

• Council and Commission were provided with an update on the BUILD Grant.

• Council and Commission approved the Housing Department Work Plan and Housing Supply Plan for FY 23.

• Council approved the revised WSW Consulting, Scope of Work: Linkage Policy Development, dated April 25, 2022, agreed to reimburse the County for half of the additional project cost not to exceed $22,750.00, and directed staff to bring back to the joint boards a revised timeline for the Mitigation Policy Discussion, Facilitation and LDR Update.

REGULAR MEETING

• Council approved the consent calendar, including April 18, 2022 Special Workshop, Regular Workshop, and Town Council Meeting, and April 19, 2022 Special Workshop minutes, Farmers Market on Town Square, JD High County Outfitter 50th Anniversary Celebration, People’s Market, Bid 22-12 East Pearl Sidewalk, JH Rodeo malt beverage permits, JH Juggernauts Roller Derby temporary sign, and the Snow King Lease Agreement with Girl Scouts. 

• Council approved the Center for the Arts Benefit. 

• Council directed staff to bring a brief, scoping staff report back to Council within 45 days regarding a comprehensive review of Center for the Arts event policies. 

• Council approved the Special Restriction for Workforce Rental Housing located at 10 E. Simpson Avenue.

• Council approved a Professional Services Agreement for Grant Affairs and Strategic Consulting Services with Sustainable Strategies DC in an amount of $90,000.

• Council adopted Resolutions to broaden local revenue options; to provide county-specific cost of living indexes; to limit annual increases in the growth of property taxes; and to support options for providing outdoor food & beverage service, as amended, and submit them to WAM to be considered at its Summer Convention.

• Council directed staff to draft the necessary amendments to the Town of Jackson Municipal Code regarding alcohol service in Parklets.

• Council approved the continuation of Flex Spaces on the west side of Center Street between Broadway and Deloney Street (including signage, messaging, cleaning, and sanitation) in the downtown core for the summer of 2022 and authorized staff to identify and utilize alternative funding sources.

• Council approved Resolution 22‐12 adopting amendments to the fiscal year 2022 budget.

• Council directed staff to prepare a Purchase Agreement for 910 Smith Lane for $1,200,000, a Ground Lease for 910 Smith Lane and 915 Simon Lane that includes a $300,632 investment by the Town of Jackson and 8 employee rights of first purchase for the Town of Jackson.

• Council approved Ordinance H regarding the Height of Attached Dwellings in NM-2 and NM-1 Districts on third reading and designated it No. 1316. 

• Council approved Ordinance J regarding Title 9 – Public Peace, Morals, and Welfare of the Jackson Municipal Code on first reading. 

• Council appointed Mayor Morton Levinson as the designated WAM voting delegate for the 2022 Summer Convention, and Vice-Mayor Jorgensen as the alternate.

• The Town Manager’s Report contained an update on a recent Values session with Jason Barger and diversity, equity, and inclusion training with Diego Zegarra.
